Fulton and DeKalb shelters beyond capacity as residents grapple with higher fuel costs and housing instability

ATLANTA, GA – (May 23,2026)  LifeLine Animal Project, which operates Atlanta’s public animal shelters on behalf of Fulton and DeKalb counties, is reporting a significant increase in dog surrenders and adoption returns as metro Atlanta families continue to struggle with rising gas prices, housing concerns, and economic uncertainty.

Combined dog surrenders across both shelters increased by 30% in April 2026 compared to April 2025. During that same period, combined adoption returns increased by 43%.

Staff members say many of the surrenders are tied to financial hardships, evictions, and housing policies that limit certain breeds or the number of pets allowed in rental properties.

“These numbers are heartbreaking, but we don’t want people to feel like giving up their pet is their only option,” said Timyka “Tiki” Artist, Public Relations Manager for LifeLine Animal Project. “There are resources available to help families keep pets in their homes during difficult times, but many people simply don’t know about them.”

For DeKalb County residents, LifeLine offers free mobile veterinary services and free spay/neuter assistance through programs designed to reduce barriers to pet care. Residents must make an appointment first  dekalbanimalservices.com/pet-care/

In Fulton County, LifeLine’s Pets for Life program assists in communities where 38% of the population lives below the poverty line. Qualifying residents living in ZIP codes 30310, 30311, 30312, 30314, 30315, and 30331 can receive free vet care, pet supplies, transportation, and behavior assistance by signing up online at LifeLineanimal.org/pets-for-life/.

LifeLine officials say shelters urgently need adopters and fosters as intake numbers continue to rise. All LifeLine Animal Project shelters will be closed on Monday, May 25, in observance of Memorial Day.
